Ask for design samples, and don't simply hire the cheapest designer. Your bigger expenditure is usually the printing and/or mailing of a piece. If you "go cheap" on the design talent, you can end up losing money if your job can't be printed correctly or mailed due to designer error. A good designer will ask you a lot of questions up front about your target audience, existing branding and core message. The more conversation you have before design begins, the more likely you will be to end up with a design that sparks the desired action response from your target customer.
