A. Definitely do your homework and make sure that the person you are dealing with: (A). understands your needs completely (B). Knows how to execute a plan to accomplish them and can explain how this will be accomplished (C). if you want to avoid headaches, does not outsource to other countries.

A. Hiring a developer with a background in advertising and many years of experience can save you many headaches and potentially a lot of money, in the long run. Get it done right, the first time.
