A. My best advice would be to decide whether or not you want to undo everything and take your computer into a shop or have the shop come to you.

Sometimes a problem is caused by the original setup ie: printer plugged into the wrong port or even loose connections at the plug.
If you take the system into a shop and can't re-create the problem, they can't fix it for you.
A. The biggest inside secret would simply be to make sure all the wire connections are tight and then turn everything off for a few minutes; then back on. A lot of problems with computers tend to be glitches or loose wires/plugs. This helps in many cases.
A. The best question would be about certifications. If a tech has industry certifications , you know they had to show they know what they're doing to get them. Some "techs" will just tell you they have been working on computers for years. They might not be up to date with new technology.
Another question to ask is
"Have you fixed this problem for someone before?"
If a professional has encountered the same problem in the past, they know what they're doing and won't waste your money by poking around to figure it out.
If they tell you up front that they have not fixed your problem before, they should offer a discounted rate for any extra time it might take to fix.
