A. The computer industry has a lot of people around who claim to be trained technicians. In reality half of those people do not have the certifications they claim.
If the tech you choose cannot show you an A+ certification diploma they are a fake. They may know some about computers and networks. But they have not taken the time and training to be a certified professional.
Many un-certified people work out of home offices. They cannot go to work for a real computer repair business because they do not have the credentials. So they just start their own computer business out of their home.
Many states do not require computer technicians to be accredited and licensed. All the state requires is a sales tax license.
