I loved Jose's pricing and wanted to hire him but he is not licenced to do the advertised work, my job would have required a licenced contractor to pull permits and he represented himself to be a capable contractor but is not, I could easily have lost my money if a random inspector showed up and would have forced me to remove the wall due to no permits pulled. The number he is using as a licence is only a Nevada Business ID, this is the number assigned to your entity when you file your organizational documents from the Office of the Secretary of State, not a licence to perform masonry.
