When hiring a web designer like myself begin by visiting Google and searching something like "web design cityname". See if the web design company is listed at or near the top of the organic search results (not under sponsored ads). This will go a long way in establishing if this individual and/or company is able to put your website on page one of Google. Also look at the portfolio of design firm and see if sites in portfolio rank on top of Google as well for relative search queries.
