Never base your decision on price alone. You get what you pay for with discount web designers. In the nearly 20 years I have been doing this line of work, I have seen web designers copy others' works, use "templates" to cut corners, deliver substandard work, and are extremely difficult to deal with. Trust your designer. Many of us are familiar with emerging trends and techniques and can create your site with a modern, universally appealing look and feel. Your designer should be an expert in not only web standards (HTML5, CSS, JavaScript), but also graphic design (colors, typography, user interface) and business savvy (marketing, SEO, traffic analysis, goals).
