Mutinda Parris is the founder and owner of Dynamic Consulting Services, LLC. Mr. Parris is a registered Virginia private investigator, a decorated Iraq War veteran, and has several years of investigative, risk management, and business management experience through his work with a United States Army intelligence unit and a District of Columbia government agency. Additionally, he has earned a Bachelor of Criminal Justice and a Master of Business Administration. While deployed as an Army Intelligence Sergeant to Germany and Iraq under Operation Enduring Freedom, Mr. Parris interrogated enemy combatants, collected and handled Top Secret intelligence, and investigated terrorist plots, war crimes, drug and weapons trafficking, and the whereabouts of high-value enemy persons. Mr. Parris also worked on joint investigations with the Federal Bureau of Investigation, the Central Intelligence Agency, the Defense Intelligence Agency, the National Security Agency, the United States Treasury, and coalition intelligence forces. Due to his service in Iraq, Mr. Parris was awarded the Army Commendation Medal, National Defense Service Medal, Joint Service Achievement Medal, and the Overseas Service Bar. While employed by the District of Columbia government, Mr. Parris ensured agency compliance with fiscal management, human rights, procurement, and student enrollment laws by conducting internal audits and investigating allegations of government fraud, violations of employment laws, and student residency fraud. Mr. Parris conducted these audits and investigations in collaboration with the District of Columbia Office of the Attorney General, the District of Columbia Office of the Inspector General, and the Federal Bureau of Investigation. Mr. Parris also served as an Agency Risk Management Representative and was responsible for all agency risk management functions, to include the development and implementation of agency risk management programs. In addition to his investigative and risk management roles in the District of Columbia government, Mr. Parris also served as a high level Administrative Management Officer, advising agency directors on matters of human capital development, fiscal management, strategic planning, and project management.
