I was heading down Ross Avenue towards Bridge Street when I noticed a dump truck drive into my oncoming lane. I proceeded to drive assuming he was pulling off onto the shoulder. When I got within about 10 feet of him he cut across both lanes of traffic making me slam on my breaks at 35MPH to avoid collision. Without signal or hazard lights. His tail end wasn't in my lane as I thought he would let me pass. No, he looked at me and proceeded to back in as if I wasn't even there almost causing another collision.Furious because my wife and two small children were in the car I parked and approached the driver asking his name. He replied "why"? I proceeded to tell him he cut me off to which he replied " I was way up the street".
