I asked them to do a quote for a sidewalk repair including curbs. The quote came back with language only about the sidewalks, so I reached out to Barry and confirmed it was inclusive of the curbs too. When I got the contract, I wrote-in about the curbs (wanted to be sure it was included on the contract). I got an email from Eshea that "because you made a change to the contract, it is void and I will send you a new one." No apology, just a slightly aggressive "because you..." Weird. I got the new contract, same prices, signed it, scanned it, and sent it back. I went to pull the permit as the home owner, only to learn that they were not registered to do business in Coatesville. A property owner cannot pull a permit until the contractor has first registered. As a courtesy to them, I got the registration form, scanned it and sent to them. Nothing for 24 hours. I followed up again to make sure it was received (I was concerned they'd just show up and start the work and then I'd be the one fined). I also got a call from Barry who said "[Expletive]! I forgot Coatesville requires that." I assured him I'd be happy to walk it over to city hall with my permit application if he competed it, scanned it, and sent it to me. He said he'd work on it that night. I even offered to front him the city's registration fee to save him the trip. Then I get an email from Eshea reading: "Because you did not inquire about a permit prior to signing the contract or even immediately thereafter, there very well may be a delay. We have no control over when the city will approve your permit for work as it varies. These applications, as I’m sure you’ve read before forwarding also requires a COI be submitted in conjunction with the application. The process is such: Contractors are to contact the Insurer and the Insurer will then procure the COI made out to the Customer or City requesting the permit. This is always a matter of patience and no amount of phone calls or emails will change the outcome. We will keep you posted upon approval and next projected date IF the permit is not granted within time constraint. The only reason I’m responding to your email after business hours is because I was out in the field today and did not get back to you as quickly as I wanted to. Don’t be anxious we are accustomed to dealing with City permit issues and requirements. Have a great evening, Karl. Hopefully we will have good news sooner rather than later." What was that? I replied: "I don’t appreciate you putting this off on me. At no time do you say in your contract to inquire about permits prior to signing; all you say is “The Customer shall be responsible for obtaining, at the Customer’s sole cost and expense, all necessary governmental permits for the commencement and completion of the Work.” That’s all good, but I can’t be responsible for your need to register your business in the municipality you claim to serve which is a requirement before I can obtain said permit. Barry said himself he had forgotten Coatesville requires this. Frankly, you should know the requirements of the municipalities in which you claim to provide services. So I’m not sure why you’re striking the tone you’re striking. None of your customers should need to understand the ins and outs of COIs, they should simply assume, if you offer services in their area that you are fully enabled to do so. Your comment about “no amount of emails or phone calls” doesn’t even make sense. Establishing that you are registered is step 1 for me being able to obtain a permit. I let you know immediately when I found out you weren’t registered as a courtesy to you. You took a full 24 hours to respond. I was enabling you to be successful and stay on track and you’re striking a tone as if I’m somehow being unreasonable which makes no sense given the context; confusing at best. I was trying to help you out and even did your legwork by getting the form and sending it to you, “thank you” would’ve been a more appropriate reaction to my efforts. The customer shouldn’t be put in the position to enable you to do business in a township you claim to serve. If you want the work, I’m perfectly willing to be patient while you fulfill your fiduciary responsibilities. I was trying to help you stay on track and not have idle resources. If you’d rather refund my deposit and part ways, that’s fine too." This was a sizable job including opening the street to frame and pour the curbs. There were certain to be inspections. I got this mail from Eshea in response: "Its always better to ask than assume. My department do not handle permits. So, you did not do me any favors whatsoever. Your argument or rather allegations have no merit. I am aware of instances where we were not required to have it in certain locations within Coatesville. Yes, hard to conceive despite the harsh tones of the application, Barry were granted concessions in certain circumstances. Projects varies and are situational. How savvy would any business be to submit applications to every single municipality prior to knowledge of the Customer’s job site location? Don’t answer that. I have no desire to communicate with you after reading such vermin. In any regard, an email as lengthy and hostile as yours at 12 Midnight further demonstrates your are just difficult to deal with. Since you’re doing all the legwork as you claim, feel free to do the concrete. Check will be in the mail post haste. If you can, please do not email me ever again. I have taken the liberty to block you. Thanks and Good night." Clearly they need to work out their business model and internal communications. Barry (who I assume is the owner) understood the requirement. Barry knew I had gone to the codes department because I had texted him while there to try and get the information necessary to move forward. Barry knew I had sent the form to Eshea. Barry knew they needed to register in order to work in the city. Barry and Eshea clearly need to talk more. Not professional at all. They are located in a town adjacent to Coatesville where the work was to be done. He said himself (after cursing) that he had forgotten so he knew at some point. Evidently this has been Coatesville's requirement basically forever. A customer may not know, but a contractor taking on a job here certainly should. A customer shouldn't have to be involved in figuring out your business model. And how the city worded their application - not my problem. My take away from this is - run, don't walk - to another company. If this is how they treat at customer in the honey-moon period, I can't even imagine how issue resolution would unfold.

Harassment, Misbehavior and misconduct towards any person(s) of our organization will not be tolerated. The safety of members, staff or any employee will be looked at closely. Ultimately, this was the first time we’ve ever had to refuse to do business with an individual. While we make every attempt to appease our customers and clients some circumstances are unavoidable.

Barry replaced 2 pieces of concrete in my walkway. He responded promptly for my initial inquiry and for the estimate appointment, He was on time for the work, and did a very nice job for a reasonable price!
