Luis Perez (Owner) is a General Contractor with more than 25 years of experience in the construction industry in the Bay Area. Our main focus is quality work and our clients satisfaction. We specialize in residential and commercial TI work, including kitchen and bathrooms upgrades, full home remodels and additions. We are focused mainly in the East Bay cities; El Cerrito, Albany, Richmond, Berkeley, Emeryville, Kensington, San Pablo, El Sobrante, Pinole, Hercules, Crocket, as well as Oakland Areas; Piedmont, Montclair, Oakland Hills, and Alameda.

We recently completed a home addition with Outline GCI, led by Luis Perez, and we couldn’t be happier with the experience or the results. Our project included a new primary bedroom and bathroom, an expanded dining room, and a large wooden deck. The quality of the work is outstanding and the modern finishes throughout the addition truly elevated our home.
Luis set up a clear structure for updates, and communication was always straightforward and easy. Any questions we had were met with helpful, down-to-earth answers, which made the whole process feel manageable.
One of the biggest strengths of Outline GCI is their crew. Every person who worked on our home was incredibly professional, respectful, and considerate. Because we lived and worked from home during construction, this mattered a great deal. The team kept the site clean and safe each day and went out of their way to ensure our kids always had a safe place to play in the backyard. They also let us know in advance if anything noisy was coming up or if utilities needed to be temporarily shut off. That level of care made a huge difference.
The project stayed on timeline and on budget, and any small hiccups that came up were handled collaboratively and calmly. It genuinely felt like we had partners throughout the build, not just contractors.
We would hire Outline GCI again without hesitation and have already recommended them to several friends and neighbors. If you’re considering a home addition or remodel, Luis and his team are an excellent choice.

Outline repaired three structurally compromised roof trusses above our garage and installed a drop down attic ladder. They took engineering plans we had commissioned and implemented the fix to our garage roof. Outline restored the sagging ceiling and roof to level.
The outline crew arrived when they said they would. They worked efficiently. The completed work was exactly to spec, and the crew was very professional working with other trades on the site.
We are thrilled with the quality of the work, and we intend to contact Outline about our future construction needs.

Excellent quality of work, price, and customer service. From start to finish it was a pleasure planning and working with Luis/Outline GC Inc. So happy with the results of our newly remodeled home. From new insulation, concrete work, foundation drain, new floors, interior & exterior painting, new cabinets & countertops, and a complete bathroom and kitchen update. Everything came out amazing. Great communication, attention to detail, and so helpful throughout the entire process. It was a truly a low stress experience for such a big project. We hired Outline General Contractors for converting one large bathroom + guest closet into one master bath and one guest bath in San Francisco. The work involved working with our architect to ensure that the city requirements were met and city permits were procured. Luis was pretty easy to work with from the beginning and suggested some great places for tiles and fixtures.
Being first time homeowners and performing a renovation project for the first time, it was useful to sit down with Luis to get a deeper understanding of all the various nitty-gritty details of the tasks as mentioned in the contract. It was also essential to be proactive through the project, as that helped us effectively monitor the progress of the project, especially in the final stages, where we were juggling between finishing the work and moving into the home where it would have been easy to slip into delays.
Luis also has great employees working on the site who show great flexibility and excellent attention to detail. Out of the dozen companies we contacted, Outline offered us a competitive quote for the project relative to many others. Overall we are quite satisfied with the outcome of the project and look forward to working with Luis on future home improvements projects.
