I believe that there should be an initial meeting to determine the issues you are facing and then determine what the pricing should be. A low fee initial meeting saves the client money and if the fit is not right then the client isn't paying a high hourly fee for someone who can't help them. Some work can be done for a flat fee and some work should be done on a hourly basis.
