I hired Jeff to install hurricane shutters and helped him to receive 2 more clients. He was always much later than it was arranged. He hasn't given me the invoice up to now though almost 2 weeks passed since the completion of the job. He has never responded to my texts and messages. I even had to cancel a payment check to force him give me the invoice but it didn't help me.
