You want to make sure you look for a balance of price and quality. If you hire the cheapest designer out there, or try out sourcing to another country, you are bound to spend more in the long run or not get what you need. You want to also hire a professional who keeps up with modern trends and technology. In this industry it is constantly changing you don't want to find your new designs .... behind in the times. Make sure you hire someone who has a decent portfolio and references. It is good to find out if the work displayed in their portfolio is actually theirs, a lot of "designers" steal work or have links in their portfolio to other peoples work. Another key is communication, find someone you can communicate well with and doesn't take 2 weeks to return your calls or e-mails.
