A. Honesty is the most important trait. In trusting someone with your computer and all the valuable information on it is a big risk. It can be difficult to assess honesty early on. The best ways can be by the person policies. Do they only charge if the problem is fix? Do they accept payment before or after work is completed?
Next is reliability. This can be assessed by they personal appearance, if they arrived on time and do they seem prepared.

A. Antivirus programs are free and only people who do not know better pay for them.
Just because the laptop cost more doesn't mean its more reliable, often its the opposite.

If its less then 1 year, be wary.

A good tech will have lots of wonderful customers to give out as references.
