Just to be clear, this contractor did not do work for me. They bid the original job, but it was out of my budget at the time. About 5 months later, I was ready to do it, but they told me the price was going up $250 because of new dumping regulations.
I have no idea if there are new regulations or not, but I couldn't find record of it and did find the per ton price to dump in a landfill, which wasn't as much as I expected it to be.
My biggest issue was the original proposal said it was valid for 6 months and they didn't honor it. I originally thought I lost it and asked them to re-email it to me (ended up finding it in my deleted emails) ans instead of sending it, they upped the price and said it was only valid for 90 days.
I surprised to see "valid for 6 months" in the original proposal, but they still didn't want to honor it.
Their loss, I got the job done for even cheaper than their first proposal, but I was really turned off by the shady business practice.

I apologize for the misunderstanding. Ever since we been in business all of our proposals states that they are only valid for 90 days and we even sent you the proposal with the highlighted terms where it advises about the 90 days quotation period. We didn't know if you were confusing our proposal with another company, so we requested proof of were it states that the proposal is valid for 6 months because in the case that was true we would of happily honored that but nothing was ever received. We tried to reach you via phone numerous times to discuss and explain the matter but unfortunately you were not available. We are in our right to revise any proposal after the 90 days quotation period have ended and you are in your right to either accept the proposal or deny it. The reason our price was raised it's because concrete dumping is no longer free, the fees have been raised and they are more strict on what type of concrete they are willing to accept it has nothing to do with a landfill you are more than welcome to contact any concrete dump to confirm. We are really sorry that we misinterpreted the situation. At the end of the day we want customers to be able to get their projects/work done for the best price they can find and we are glad you were able to get a better price and got it done.
