He/ she/ they can’t! In our original conversation, it was stated to me that they would be here at 8:00 am. When they weren’t here at that time, I asked if they were still coming and the answer was their tech was dropping kids off at school and then on the way. At 9:15 still not here with no communication so we cancelled. I expect a professional person, especially, to do what they say they will and be on time, especially when they have specified the time!
