Go with what is in your price range. No matter if a person is certified in cosmetology or not some of the best hair dressers are non-licensed and you don't need a license in Washington State to do weaves and braids as well as many members of my family and friends. We braid and sew in our own weaves and are willing to work with almost any budget. Our family consists of licensed hair dressers from grand parents to aunts and cousins, so we have learned from some of the best.
