He repaired a block glass window and said he would return once it dries to finish the job and never came back. Called text no reply. $650 dollar for 75% completion I should have held off paying him in full.

Sorry to hear you were unhappy. To clarify, the repair work on the block glass window was fully completed; the only remaining step was site cleanup. It had to be cleaned up after 48 hours after the mortar fully cures that which I was planning to reschedule due to my schedule to a different date.
