1. In April of 2014, I solicited the services of Manage Chicago, for the purpose of renting a property located at 2610 East 76th, Chicago, Illinois 60649. http://www.zillow.com/homedetails/2610-E-76th-St-Chicago-IL-60649/4025892_zpid/ 2. Agent Lath Freymiller of Manage Chicago, answered my inquiry, but screened the call by asking, how big is your voucher, when I replied I have a 3 bedroom voucher, he stated he would not show me the unit, unless I had a 4 or 5 bedroom voucher, and explicitly told me, that Manage Chicago would not rent to a 3 bedroom voucher holder, although the unit listed for $1200 which is below my voucher amount. 3. I filed a complaint with owner Len McBrien, who directed me to another agent Sandry to attempt to see the unit and to complete the signing of the lease. 4. In April Sandry took me to see the unit, after confirming with the Chicago Housing Authority that he (Ken McBrien, owner) would rent me the unit, they took the unit off the market and refused to rent me said unit, stating they could not bring the unit to code to pass inspection. 5. Ken McBrien, stated they would not make the repairs (they have an in house management and repair service) and that the unit would not be available for rent. 6. After refusing my lease, I was offered another property under duress (my daughter had just had a baby on June 2, 2014, the ceiling of my former unit had collapsed with a new baby in house, and I needed a placement immediately. 7. Ken McBrien offered me 8005 S Marquette, he knew my limit (budget) was $1200 and that was for a unit 2200 sq ft (I typically negotiate $1.00 per sq ft, and with the area into my rent negotiations. http://www.zillow.com/homedetails/8005-S-Marquette-Ave-Chicago-IL-60617/4026725_zpid/ 8. On August 1st I took occupancy of 8005 S Marquette with an understanding of my budget guidelines, expecting the rent to be $1200 or less, for this unit $1100. 9. After taking occupancy Ken Mc Brien charged me $1254 for rent (odd amount) rent amount was never listed, and this unit is overpriced, there is gun shooting often and this unit is smaller for a higher price (I lost 1200 sq feet and am paying $54 more in a trouble riddle area). 10. Please note, there was never a rent advertised, the only information available online about the unit, was that it was sold for $6500 in January 2014 a few months before I took occupancy. 11. After publishing this unit was for rent in the amount of $1200, then confirming with my housing specialist I could rent the unit, they pulled the unit off the market and made a counter offer for a smaller unit. Based on all that has transpired, it is obvious that Manager Chicago pulled the listing to avoid renting the property to me for $1200, holding out, hoping for a higher bidder on the unit, then pulling the listing, after I inquired (after accepting the offer for 8005 S Marquette) that if the unit is repaired, can I be first in line for an upgrade. It is my understanding they pulled this unit, to avoid renting to me directly. I have also received reports from neighbors citing Manage Chicago has been asking questions about traffic, who visits my home, what I do in my home. This is considered stalking and violation to my rights to peaceable enjoyment of my unit. This is also a violation of my right to privacy. It has been told that if I need a witness, there are other Manage Chicago tenants who reside on my block, who will attest in support of all allegations made. As a result this is a form of discrimination based on my payments coming directly from the Chicago Housing Authority, Housing Choice Voucher program, where my rents are covered 100% while I am an unemployed, full time student, pursuing a double major degree. This company, which preys upon section 8 contracts, looks to absorb as much of the voucher for themselves. This was an action taken to pacify me, and deter me from filing legal action as I advised I would, if they did not comply with the conditions to which we agreed upon, there have been many acts of retaliation, including and not limited to a sudden rodent infestation, which almost caused me to move out of my unit, forcing an eviction. I have been subject to cruel and abusive language, treatment and behavior by the staff, in some cases refused or delayed services and mocked specifically by Ken McBrien who speaks to me as if I am unable to comprehend and understand what he is saying. He even made statements that were defamatory and misleading to challenge my credibility with the Housing Authority to distract from the fact that he absorbed most of my voucher for himself. I seek a refund for the $154 a month in over payment, and I seek to secure a lease for the unit I was refused located at 2610 East 76th, Chicago, Illinois 60649.
