Service upgrades are a set price because you can easily see what is needed as far as material(s), labor involved and inspection For most other jobs, especially when fishing walls is required, an hourly rate works best for all parties involved

Yes, the NEC or National Electric Code, is a continously evolving guide for the practicing electrician
