Anyone these days can appreciate honesty and in this trade it means doing the work that you tell a customer you will do. I know for a fact many try to only put one coat of paint on and try to sell themselves on 2 coats. The prep work is always very important and again did the painter prime the bare spots or just go over it with the main paint. Now some paints now are self priming and yes this would work but do they go over that area twice .
