Most modern storebought PCs, either Notebooks, or Towers; have a independent storage drive containing your copy of the OS.

As time changes so does the technology inside the PC. not just hardware but how the pc "reads" and "translates" code for other pieces of hardware. every year the more complex programming becomes. The big wigs release "hardware updates" to help optimize how the cpu handles information.
Sadly if your pc is older than 7 years. You would have noticed a sharp decline in performance each year. Even opening a webpage becomes sluggish and non responsive. A lot of this is due to a no longer supported hardware, sometimes its more frustrating to keep old betsy running then replacing it. If you do have a old PC.
