What happens when a water pipe bursts?

Julio was a no-show on the day of our scheduled appt and then got lost and arrived an hour late for our rescheduled appt. He didn't bring any tools for the plumbing work and the fee he had quoted turned out to be total BS --- just a low-price lure to get the customer to bite.
